Oregon DHS reveals names in St. Helen’s case of abuse and neglect in the district scandal

Officials on Thursday announced the names of those who have open sexual assault and neglect cases at St. Helens High School and Middle School.

The Oregon Department of Human Services (ODHS) released the names of the teachers and staff it is actively investigating amid ongoing scandals in St. Helens School District.

ODHS investigates the following persons:

  • Mark Collins (teacher) for alleged sexual abuse
  • Eric Stearns (teacher) for alleged sexual abuse
  • Katy Wagner (Principal of St. Helens High School) for alleged negligence for failing to report child safety concerns
  • Scot Stockwell (superintendent of the St. Helens School District) for alleged negligence in failing to report child safety concerns

ODHS is also investigating two other people, but police in St. Helens told KATU that those two people are not currently under police investigation.

According to the ODHS, there were no previous reports against these St. Helens staff between July 2019 and October 2024. There were also no previous reports of security issues at St. Helens High School before October this year.

St. Helens High School was closed from November 14 to 17, just days after police announced the arrest ofEric Stearns and Mark Collinsa current and a former teacher at St. Helen’s High School, on November 12.

According to community members, school officials closed the school to have a field day for staff to learn how to properly handle allegations of sexual abuse. The students returned to school the next day, and the district said they were provided with a “support system.”

Police also say they are investigating a teacher in St. Helens Middle School for misconduct, but has not released their names or the nature of their alleged misconduct.

Authorities urge anyone who suspects ongoing child abuse or neglect to call the Oregon Child Abuse Hotline at 1-855-503-SAFE (7233).

The St. Helens School District Board Vice President issued the following statement regarding the latest allegations:

“We are horrified and deeply saddened by the crisis our school community is experiencing after arrests were made for child sexual abuse at St. Helens High School. We were also just informed of an active investigation by the St. Helens Police Department by one of our middle school teachers for alleged criminal conduct.That teacher has been placed on administrative leave and we are cooperating with the St. Helens Police Department.As this is an active investigation, we are unable to comment on this investigation current situation and must respect due process and privacy laws.”
