Greater Napanee launches camp response protocol public education campaign – Kingston

The City of Greater Napanee has initiated a 60-day public education campaign to introduce its new Encampment Response Protocol and Parks and Public Spaces By-law, which was adopted by council on November 12.

The park bylaw is intended to ensure safe use of public spaces, while the camping protocol aims to address camping on public property in line with recent Ontario Superior Court rulings. The education phase includes developing materials, engaging with community partners, and informing those directly affected by the statute.

The protocol aims to clarify which recreational areas are off-limits to camping and living, ensuring that both housed and unoccupied residents understand the rules. Communication tools are also being prepared for community partners to share with staff who interact with non-housed residents.

Mayor Terry Richardson highlighted the bylaw’s goal of balancing the safety of vulnerable populations while maintaining the vibrancy of public spaces.

“The City of Greater Napanee is committed to addressing the issue of vagrancy in our parks and public spaces while protecting the safety of our most vulnerable citizens, children and seniors,” Richardson said.

The city’s initial focus is compliance through education and awareness. Enforcement is expected to begin in the new year, pending the appointment of a vacant position as a bylaw. A review of the statute’s effectiveness, including public feedback, is scheduled for summer 2025.
